Downing Street, May 5, 1909. I AM directed by the Earl of Crewe to acknowledge the receipt of your letter of the 17th ultimo, in which you inclosed a copy of a despatch from Sir C. Clementi Smith containing a general Report upon the International Opiun Commission at Shanghae.

2. Lord Crewe concurs in Sir E. Grey's proposal to approve the proceedings of the British Delegates, and to thank them for their services. He concurs also in Sir E. Grey's proposals with regard to the publication of papers relating to the proceedings of the Commission.
